1. By getting in investors to buy up the morgages and giving them incentives like rezoning the land to condos of 30 stories high should there be too many defaults.
2. By getting in investors and to buy up the morgages and govt provide additional land in desert zone ( which is unoccupied anyway ) to back up the value.
3. By giving individual investors the green card if they buy USA houses.
